Evidence Before a Verdict

A Status Is a Starting Point

A plan, a funded project and a service that works for people are different things. We keep those differences visible. An agency’s report is attributed; missing information stays missing.

What the Labels Mean

Work stage describes the activity supported by the cited record. Agency reported means the City says it happened; it is not an independent outcome audit. Not yet assessed means we have not established delivery.

Forecasts keep their original precision. Summer 2027 is a season, not a promised day. An old report remains old when we check it again.

These records are reviewed snapshots and do not refresh automatically. We do not grade politicians or turn unrelated projects into one percent-complete score.

Download the Starting Register
Earlier Service Records · September 24 Edition

These six existing records are retained separately from the new project register. They are dated research, not October updates. The August 911 figure was rechecked against page 2 of BOEC’s September report on October 5: 61% within 15 seconds, excluding caller-disconnected calls. This is not police arrival time.

01Public commitment

Milestone reported · service changed

After the Shelter-bed Milestone, What Stays Available?

The original bed-capacity goal and the availability of shelter today are two different questions. This record keeps both in view.

Who is responsible?Mayor / Portland Solutions and City Shelter Services for the cited strategy; Council budget decisions and shelter operators also affect delivery.

Follow the record +

What Is Being Tracked?

Create 1,500 emergency overnight beds by 1 December 2025.

City of Portland

What Would Count as Delivery?

The original capacity milestone needs comparable evidence. Sustaining access is an ongoing service measure, not a permanently completed box.

What Remains Uncertain?

This prototype does not establish total operational capacity today or independently verify the 2025 milestone.

The Paper Trail

  1. Mayor reported reaching the 1,500-bed increase.

    Mayor’s bulletin · 1 Dec 2025 ↗
  2. The changes page’s displayed update date. Its currently retrieved text lists closures and projects 580 regular adult overnight beds after planned changes.

02Service measure

Below the cited answering benchmark

When Someone Calls 911, How Long Until an Answer?

Start with the wait for a call-taker. Dispatch and a responder’s arrival are separate parts of the journey.

Who is responsible?Bureau of Emergency Communications (BOEC) for call answering; responding agencies control later stages.

Follow the record +

What Is Being Tracked?

The report cites a 90% within 15 seconds benchmark.

BOEC service area; not solely Portland city limits

What Would Count as Delivery?

Assess sustained answering performance against the benchmark with compatible definitions. A staffing announcement alone does not establish the result.

What Remains Uncertain?

This metric cannot explain an individual incident or establish who caused a change. It does not cover the full time until help arrives.

The Paper Trail

  1. Auditor reported staffing and wait-time improvements, with training recommendations.

    City Auditor · 24 Jun 2026 BOEC audit ↗
  2. September report shows August answering performance: 61% within 15 seconds and a 23-second average wait.

03Agency action

Installations reported · outcomes separate

Are Safer Crossings Showing Up on the Street?

Track a concrete street change, then ask whether the people using it are safer.

Who is responsible?Portland Bureau of Transportation for the reported signal work. Crash records also depend on PPB and ODOT.

Follow the record +

What Is Being Tracked?

Implement street-safety actions and assess their results. This seed record does not assign an invented annual installation target.

City of Portland

What Would Count as Delivery?

Verify delivered installations, then assess outcomes separately. Do not claim the citywide Vision Zero goal is achieved because one action was delivered.

What Remains Uncertain?

No causal safety effect is assigned here. A new 2026–27 plan is not itself proof of new installations.

The Paper Trail

  1. Annual report describes at least 30 added pedestrian head starts.

PBOT · annual Vision Zero action report (2025 activity) ↗
  2. PBOT announced the 2026–27 action-plan addendum.

04Council decision

Resolution adopted · follow-through not yet verified

Will Data-center Decisions Stay in Public View?

Follow the path from a Council resolution to the public process it calls for.

Who is responsible?Council adopted the resolution; the City Administrator and City leadership are addressed by it.

Follow the record +

What Is Being Tracked?

Resolution 37753 urges transparency and notification to Council for specified data-center proposals.

City of Portland

What Would Count as Delivery?

Look for implementation records and subsequent public decisions.

What Remains Uncertain?

Adoption does not establish implementation or enact a data-center ban.

The Paper Trail

  1. Council adopted the resolution as amended.

    Council Resolution 37753 · adopted 16 Sep 2026 ↗

Evidence: Official adopted resolution and document history. Reviewed 24 September 2026; measurement periods differ.

05Budget record

Adopted budget published · later changes separate

Which Version of the City Budget Are We Looking At?

Connect the adopted budget to later changes before comparing funding with services.

Who is responsible?City Council authorizes appropriations; the City Budget Office publishes the materials.

Follow the record +

What Is Being Tracked?

Keep original appropriations, later amendments and actual spending distinct.

City of Portland

What Would Count as Delivery?

Reconcile approved changes and expenditure reports at a comparable program level.

What Remains Uncertain?

The budget book alone does not establish today’s appropriations or actual spending.

Who Owns TriMet’s Next Step?

The ledger follows documented asks, institutional replies, commitments and unresolved questions. TriMet is the active focus. Other institutions enter when they control a specific dependency.

What is requested?A named owner, actions within current authority, external dependencies, next public dates and service-recovery measures.

Delivery, receipt, record inclusion and substantive response are tracked separately. The ledger links redacted supporting artifacts and dates each finding.

Retired TRAP Archive · Records Through October 7

The nine earlier entries are preserved with their original verification dates. Three October 6 records responses are added in this October 7 release. Waiting-day counts use each entry’s own verification or response date, not today. The November 16 checkpoint was requested by Kaitlin; it is not a statutory or agency-accepted deadline.

Portland TRAP · Dated archive

Retired · October 25, 2026

Active work on this project ended on October 25, 2026. The published material remains available as a dated archive. Retirement does not mean that unresolved questions have been answered or requests fulfilled.

Signatures, submissions, outreach, and recurring TRAP review are no longer requested. November 16 was Kaitlin’s requested follow-up, not a verified external deadline, and is no longer an active checkpoint.

Entries below retain their own verification dates. Later Metro replies on October 13 and 14 exist; the older ledger is not a complete account through retirement. Waiting-day counts are historical, not live timers.

TRAP Accountability Ledger

What Kaitlin asked, what the institution returned, and what remains unresolved.

12 documented encounters · Verified through Oct 7, 2026 · Pacific time

How to read this record

Sending, receipt, and inclusion in an official meeting record are separate facts. A procedural reply or meeting invitation does not establish that the requested work was delivered.

Waiting days count calendar days from each request through its last verified date. They do not increase automatically or reset after a procedural reply. Related entries describe the same continuing request and must not be added together. A requested date is identified separately from a statutory deadline. A missing response date alone is not overdue.

By November 16, or before any further service reduction is proposed, whichever
comes first, please name one staff owner and publish TriMet’s recovery-
    accountability record showing:

    • What service-recovery actions TriMet can take under its current authority
    and revenue.
    • What actions depend on Metro, ODOT, the City of Portland, counties, the
    Oregon Legislature, or new funding.
    • For every dependency, which institution TriMet is engaging and the next
    public decision date.
    • What measures will show whether access, frequency, and reliability are
    actually recovering.

Please confirm that my name has been removed from today’s oral speaker list
and that this updated testimony has been added to the public record.

    Commitment or referral

No confirmation of inclusion or oral-list removal found; no substantive recovery response received as of September 25, 2026.
